Doesn't sound so screwy to me. Those old Seagulls are about the most reliable motors running anywhere. The single biggest problem in starting a small outboard or any small engine is old gas that has turned to gum in the carburator. I suppose the Seagull people figured the best way to guard against that was to burn off all the old fuel everytime you shut it down. (But don't shut it down by choking the engine with your hand over the air intake -- that just leaves the whole damn carb flooded with gas.
