Glad to find so many Seagul lovers. Regarding your problem, no water coming out ( same case for me), as I heard from specialists, most of the time, the impeller is not faulty. Nearly always a blockage inside.
Try to take the pipe of a plastic pen (Bic brand)and fix it at the end of your garden sprinkler pipe with a good adhesive. When water on, you should have a good pressure coming out. Now put it in the water hole down the block, you should have water coming down, that may help. If not ...

I am just at this step with my Seagul, and will see what hapen now.
